Indian External Affairs Minister S Jaishankar, in his address at the 23rd Shanghai Cooperation Organization (SCO) summit, emphasized the need for peace, stability, and regional cooperation to drive economic development and prosperity.
He highlighted that cross-border infiltration disrupts trade and hampers public relations between nations, stressing the importance of mutual respect and sovereign equality among SCO members.
Jaishankar underscored the potential of industrial cooperation, particularly by small and medium enterprises (SMEs), in boosting employment, competition and expanding markets. "Collective initiatives can increase resources and encourage investment flows, benefiting business communities through larger networks," the Indian foreign minister stated.

Agenda finalised
Meanwhile, the SCO National Coordinators have finalised the agenda for the summit, as per sources. They said eight to 10 documents will be approved during the meeting related to economic cooperation and trade promotion.
The sources also said that a formal joint declaration will also be issued at the end of the summit that is expected to mention enhancing cooperation on climate change and natural disasters. The issues of e-commerce, digital collaboration, trade and transit will also be covered in the joint statement, they added.

Chief of Army Staff General Syed Asim Munir met with the Prime Minister of Belarus Roman Golovchenko to discuss bilateral security and defense cooperation, according to a statement issued by the Inter-Services Public Relations (ISPR) on Monday.

The 23rd meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) member states will begin today in the federal capital.
The SCO Summit 2024 will take place to enhance cooperation and make important organizational decisions.
On the occasion of the meeting, important places across the city have been decorated with colorful lights and Pakistani flags.
At the SCO meeting, the leaders of the member countries will make important organizational decisions to further enhance cooperation and approve the organization's budget.

Islamabad is set to host the 23rd meeting of the Shanghai Cooperation Organization (SCO) Council of Heads of State, with high-level foreign delegations expected to arrive in the capital today.
The two-day event, to be held at the Jinnah Convention Center on October 16, will bring together leaders from SCO member countries to discuss key regional and international issues.
Prime Minister Shehbaz Sharif will host a dinner in honour of the visiting delegations. He will then formally welcome the guests on their arrival at the convention centre. After the arrival of guests, reception and group photos, the conference will formally kick off.

According to the Foreign Office, Prime Minister Shehbaz Sharif will officially inaugurate the conference with a welcome address, followed by speeches from the heads of foreign delegations.
Later, the event will feature the signing of important documents as part of the meeting's agenda, culminating in concluding remarks from Prime Minister Sharif. A luncheon will also be held in honour of the participants.
At the conclusion of the event, Deputy Prime Minister Ishaq Dar and the SCO secretary general will address the media to share key outcomes and insights from the conference.
Extensive security measures
To ensure the safety of the visiting dignitaries, Islamabad is under tight security, with 12,674 personnel deployed. This includes 6,963 officers from the Federal Police, 1,500 from the Frontier Corps (FC), 2,000 personnel from the Police Constabulary, and an additional 850 personnel from Sindh Police. The Pakistan Rangers have also allocated 1,361 personnel for security duties.
A total of 607 vehicles have been assigned for the security of VIPs attending the conference, while around 3,000 personnel will be positioned along VIP routes.

Security around the residences of VIPs will be overseen by 1,783 personnel, and the Jinnah Convention Center will have 444 officers on duty, with another 400 personnel stationed at entry posts into the Red Zone. Additionally, 451 members of the Quick Response Force will monitor checkpoints to ensure immediate action if needed.
The city is fully prepared to ensure the safety and success of this major international event, with security at the forefront of the planning.

Prime Minister Nawaz Sharif resolved on Monday to meet Indian Prime Minister Narendra Modi soon.
According to details, in his interview with Indian journalist Barkha Dutt, Nawaz talked about the Shanghai Cooperation Organisation (SCO) in Pakistan, saying, “It would have been better if Narendra Modi had himself visited Pakistan.”
He underscored the significance of the SCO moot, Nawaz stated: “The SCO is the best opportunity to improve the ties between Pakistan and India.

Meanwhile, commending the speech of PM Shehbaz at the United Nations (UN), Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif said: "What to do with such a United Nations, who could not implement on its resolution."
"The world is remaining silent on the issue of the atrocity against innocent people of Palestine," the three-time premier added.
"It is quite heartbreaking to see the pictures of the innocent children, who are subjected to atrocity in Palestine," he added.
"Palestine has been subjected to worst violence in the history of the world," Nawaz said.
"Palestine has no military power and weapons," he lamented.

Expansion of bilateral cooperation
The inauguration was followed by a signing ceremony where several Memorandums of Understanding (MoUs) between Pakistan and China were formalised. These agreements include advancements in smart classrooms, cooperation in water resources, and enhanced collaboration in information and communication technology (ICT).
Notably, documents exchanged during the event highlighted the outcomes of the 7th Joint Working Group meeting on Gwadar under the CPEC framework.
Among the key agreements, a currency exchange arrangement between Pakistan and China was also finalised, aimed at promoting bilateral trade in local currencies and strengthening financial cooperation.

Fazlur Rehman says not in favour of protest amid SCO summit
Jamiat Ulema-e-Islam-Fazl (JUI-F) supremo Maulana Fazlur Rehman said on Monday that he was not in favor of protest during the all-important Shanghai Cooperation Organisation (SCO).
Expressing his thoughts in Tando Allahyar, during which he talked about the constitutional amendment, Rehman said: “We are almost close to reaching the consensus on the constitutional amendment. The Pakistan Muslim League-Nawaz (PML-N), Pakistan Peoples Party, and JUI-F had shared their drafts of the constitutional amendment, respectively.”
“I will meet Bilawal Bhutto-Zardari tomorrow and then Nawaz Sharif subsequently,” he said.
Rehman maintained: “I will also hold talks with the Pakistan Tehreek-e-Insaf (PTI).”
Few days back, Rehman urged the opposition to not stage protests during the all-important Shanghai Cooperation Organisation (SCO), slated to happen in Pakistan.
Addressing a press conference in Islamabad, Rehman said: “The parliament’s role will be increased in terms of appointing the judges with the abolishment of the 19th amendment.”
“The government should know that our narrative becomes popular in the public,” he said.
He said: “The parliament’s role had been finished with the judicial reforms in the 19th Amendment.”
“The consensus can be reached on the suitable draft, but there is a condition of accepting our draft,” Rehman stated.

SCO summit 2024: Traffic plan announced for Rawalpindi and Islamabad
Twin cities authorities have issued a comprehensive traffic plan for Rawalpindi and Islamabad for Shanghai Cooperation Organization (SCO) conference effecting from October 14 to 16.
The plan includes several road closures and diversions to ensure smooth traffic flow during the high-profile event.
From October 14 to 16, all types of heavy traffic will be prohibited within the city. Over 1,100 traffic officers will be deployed to manage and facilitate traffic during this period. Notably, the Expressway from Zero Point to Coral Chowk will be closed to traffic, prompting several alternative routes to be designated for motorists.
Passengers traveling from Margalla Road towards Rawalpindi are advised to use Ninth Avenue. Traffic from Faisal Avenue to Zero Point will also be redirected to Ninth Avenue. For those coming from Bhara Kahu to Rawalpindi, the recommended route includes Covering Road, Banigala, and Lahtrar Road.
Additionally, passengers traveling from Rawalpindi to Islamabad are encouraged to utilize Ninth Avenue. Vehicles from IJP Road heading to Faizabad should take Stadium Road from the Ninth Avenue Signal. Heavy traffic traveling from Peshawar to Lahore is advised to use the Motorway from Taxila.
To accommodate the traffic plan, the Rawalpindi-Islamabad Metro Bus Service will be completely suspended from October 14 to October 17. The metro service will not operate between Sadar Station and Pak Secretariat during this time.
Motorists coming from Peshawar via GT Road should also divert to the Motorway, with the option to exit at Chakri Interchange. This traffic management plan aims to minimize congestion and ensure the safety and security of all attendees at the SCO conference.

The PM pointed out that Pakistan's location makes it an ideal trade conduit for the entire region, saying that CPEC, the flagship project of Belt and Road initiative, also supplements SCO's vision for regional connectivity and economic interaction.

Regarding Afghanistan, the prime minister reiterated Pakistan's desire for peace in the region. He urged the international community to engage meaningfully with the interim Afghan government in order to meet their economic needs. Similarly, the interim Afghan government must also implement effective measures to prevent the utilization of its territory for terrorist activities against any other nation, he emphasized.

“Recent terror activities have been a matter of great concern for all of us. Terrorism and extremism by individuals, groups or states must be fought collectively in a comprehensive fashion. Terrorism in all its forms and manifestations, including state terrorism, must be condemned in clear and unambiguous terms. There can neither be any justification for killing innocent people nor should the bogey of terrorism be used for political point-scoring,” he added, and emphasized outlawing Islamophobia universally.
Turning to international issues, Prime Minister Shehbaz Sharif voiced Pakistan's support for a two-state solution to the Palestinian issue, reaffirming the establishment of a Palestinian state with Al-Quds as its capital along pre-1967 borders. The meeting, held in Astana, Kazakhstan, saw both leaders expressing mutual determination to enhance their countries' bilateral ties, particularly in trade and energy.
Prime Minister Sharif congratulated President Putin on his re-election and expressed optimism about Russia's continued development under his leadership. He highlighted the long-standing friendly relations between Pakistan and Russia, noting the positive trajectory these relations have taken over recent years.
"Pakistan has a long-standing business relationship with Russia. Our bilateral trade currently stands at approximately $1 billion, and there is significant potential to expand this by addressing financial and banking issues," Prime Minister Sharif stated.
He also emphasized the historical trade relations between the two countries, recalling the barter trade system of the 1950s to 1970s, where Pakistan imported machinery from Russia and exported textiles and leather goods.
In his discussion with President Putin, Prime Minister Sharif expressed a strong desire to further stabilize and enhance bilateral trade. He acknowledged the recent shipment of oil from Russia to Pakistan and indicated a keen interest in expanding cooperation in the energy sector. "We have received oil supply from Russia and aim to increase this further," he said.
The Prime Minister assured that Pakistan-Russia relations are resilient and independent of geopolitical changes or Pakistan's relations with other countries. "Our ties are based on strong foundations, and no geopolitical changes can affect these relations," he affirmed.
President Putin reciprocated the positive sentiments, recalling their previous interaction in Samarkand and expressing readiness to work together to improve bilateral relations.
He highlighted the potential for increased cooperation in energy, agriculture, and food security.
Prime Minister Sharif is in Astana to participate in the SCO Council of Heads of State meeting and the SCO Plus summit, accompanied by Deputy Prime Minister and Foreign Minister Muhammad Ishaq Dar and other senior officials. During his visit, he will present Pakistan's perspective on regional and global issues, participate in trilateral talks with Turkey and Azerbaijan, and attend a dinner hosted by Kazakh President Qasim Jomart Tokayev.
This meeting marks a significant step in reinforcing the already strong ties between Pakistan and Russia, paving the way for enhanced cooperation and mutual benefit in various sectors.
