The Spanish government says that Shakira didn't pay 6.7 million euros in taxes in 2018.
They say that she used a company in a tax haven to avoid paying the taxes. She has been told about the charges in Miami, where she lives.
Shakira is already going to be on trial in Barcelona on November 20 for not paying 14.5 million euros in taxes between 2012 and 2014.
The government says that she lived in Spain for more than half of that time, so she should have paid taxes there, even though her official residence was in the Bahamas.
The Spanish tax authorities started a new case against the Columbian singer last July.
After looking at the evidence for the past two months, they have decided to charge her.
No court date has been set yet.
Shakira has been linked to Spain since she started dating the now-retired soccer player Gerard Piqué.
They have two children together and lived together in Barcelona until last year, when they broke up after 11 years.
The Spanish tax authorities have been cracking down on soccer stars like Lionel Messi and Cristiano Ronaldo for not paying their full taxes over the past decade or so.
Those players were found guilty of tax evasion, but they didn't go to prison because of a rule that says judges can waive sentences under two years in length for first-time offenders.
